does not live close to the Great Village, then there is no reason to obey&nbsp;<em>the one who embodies the total authority of the state<\/em>.<\/p>\n\n\n\n<p>0216 What does this imply?<\/p>\n\n\n\n<p>Sovereign power<sub>3b<\/sub>&nbsp;is a normal context<sub>3<\/sub>, not an actuality<sub>2<\/sub>&nbsp;or or a potential<sub>1<\/sub>.&nbsp;&nbsp;The Natchez ruler<sub>2b<\/sub>&nbsp;is sovereign<sub>3b<\/sub>, but only for those within the Great Village at any moment in time<sub>1b<\/sub>.&nbsp;&nbsp;The sovereign<sub>3b<\/sub>&nbsp;stands above all other institutions<sub>3a<\/sub>, because sovereign power<sub>3b<\/sub>&nbsp;arises from the potential of one type of righteousness<sub>1a<\/sub>: order<sub>1b<\/sub>.&nbsp;&nbsp;On one hand, order<sub>1b<\/sub>&nbsp;is not the same as violence, knowledge or charisma.&nbsp;&nbsp;On the other hand, it<sub>1b<\/sub>&nbsp;may be.<\/p>\n\n\n\n<p>&nbsp;0217 Graeber and Wengrow go over examples of apparent anomalies, where&nbsp;<em>the normal context of sovereign power<sub>3b<\/sub><\/em>&nbsp;is operational, yet&nbsp;<em>the actuality<sub>2b<\/sub><\/em>&nbsp;does not meet&nbsp;<em>the definition of a state<sub>2<\/sub>,<\/em>&nbsp;emerging from&nbsp;<em>the potentials of exclusive control over force<sub>1<\/sub>, knowledge<sub>1<\/sub>&nbsp;and charisma<sub>1<\/sub><\/em>.&nbsp;&nbsp;Besides the Natchez, the authors mention the Suillah, along the White Nile, as well as the Chavin and Olmec, already mentioned.<\/p>\n\n\n\n<p>0218 Then, the authors turn their attention to&nbsp;<em>one apparently reliable indicator of state formation:<\/em>&nbsp;mass killings at royal burials.&nbsp;&nbsp;Such mass killings are familiar to students of ancient Mesopotamia, Egypt and China.<\/p>\n\n\n\n<p>For example,&nbsp;<em>mass killing<\/em>&nbsp;marks&nbsp;<em>the beginning of Egypt&#8217;s first dynasty,<\/em>&nbsp;starting in 3100 B.C.<\/p>\n\n\n\n<p>Yet, sovereignty is clearly evident during the predynastic periods, starting around 4000 B.C.&nbsp;&nbsp;Modern archaeologists speculate about the material conditions behind the transition.&nbsp;&nbsp;However, these matter-oriented speculations distract from the main point of Graeber and Wengrow&#8217;s insights in layers A:A&#8217; and B:B&#8217;.&nbsp;<em>What goes on in people&#8217;s minds<\/em>&nbsp;matters.<\/p>\n\n\n\n<p>0219 What is going on in people&#8217;s minds at these mass killings?<\/p>\n\n\n\n<p>Well, let me speculate.&nbsp;&nbsp;The king is dead and I serve the king so, let me get in line to serve the king on his journey to the source.<\/p>\n\n\n\n<p>Or, let&#8217;s get rid of these throwbacks to a bygone era.<\/p>\n\n\n\n<p>0220 Clearly, the state<sub>2b<\/sub>, as the actuality of sovereign power<sub>3b<\/sub>, differentiates from all other organizational objectives<sub>2a<\/sub>and institutions<sub>3a<\/sub>.&nbsp;&nbsp;Yet, the state<sub>2b<\/sub>&nbsp;remains like an organizational objective<sub>2a<\/sub>&nbsp;in regards to three principles<sub>1<\/sub>&nbsp;that may be endowed with righteousness<sub>1a<\/sub>&nbsp;(control of violence<sub>1<\/sub>, adminstration<sub>1<\/sub>&nbsp;and charismatic status<sub>1<\/sub>).<\/p>\n\n\n\n<p>0221 Of course, these principles associate to domination<sub>2a<\/sub>, but so does the word, &#8220;outlaw&#8221;.&nbsp;&nbsp;The state<sub>2b<\/sub>&nbsp;is like an outlaw<sub>2b<\/sub>&nbsp;that works for the good of its institutions.&nbsp;&nbsp;In contrast, the outlaw<sub>2b<\/sub>, is defined solely by self-interest.<\/p>\n\n\n\n<p>Here is a picture of the definition of the term &#8220;outlaw&#8221;<sub>2b<\/sub>, as opposed to the &#8220;state&#8221;<sub>2b<\/sub>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.raziemah.com\/blog\/wp-content\/uploads\/2022\/12\/Slide33.png\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"400\" src=\"https:\/\/www.raziemah.com\/blog\/wp-content\/uploads\/2022\/12\/Slide33.png\" alt=\"\" class=\"wp-image-6165\" srcset=\"https:\/\/www.raziemah.com\/blog\/wp-content\/uploads\/2022\/12\/Slide33.png 600w, https:\/\/www.raziemah.com\/blog\/wp-content\/uploads\/2022\/12\/Slide33-300x200.png 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><figcaption class=\"wp-element-caption\">Figure 33<\/figcaption><\/figure>\n\n\n\n<p>Just something to think about.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>0214 Can there be sovereignty without the state? 0215 Graeber and Wengrow turn their attention back to North America.
