0026 Well, why do the legislators pass vague laws2bC<\/sub> that authorize federal bureaucracies to do what they deem appropriate<\/em> in order1bC<\/sub> to achieve certain organizational objectives2aC<\/sub>?<\/p>\n\n\n\n

They do so on the basis of righteousness1aC<\/sub><\/em>.<\/p>\n\n\n\n

0027 Does this imply that the Congress confounds the potential for order1bC<\/sub><\/em> with the potential for righteousness1aC<\/sub>?<\/em><\/p>\n\n\n\n

Yes, for the past century, Congress establishes institutions3a<\/sub> within the federal government3bC<\/sub><\/em> on the basis of righteousness1aC<\/sub>,<\/em> leaving the (federal) institutions themselves3aC<\/sub><\/em> to fill in the details of the authorizations2bC<\/sub><\/em>.<\/p>\n\n\n\n
